Converted comments about platform-specific variations to notes to make them clearer.
Cleaned up description of nl_langinfo()
Used 'systems' instead of 'operating systems' and 'platforms' in a couple of places for more consistency of terminology.

Sorry, this is only my first or second time to edit Python docs
Huh! Trial and error here to get the LC_MESSAGE note to indent correctly, and stop the nl_langinfo note from subsuming all the content below.

I had some trouble getting the notes to indent and format correctly. I think the preview was taking some time to regenerate, so it looked like my changes weren't having any effect so I ended up making some unnecessary commits. I think it is all good now.
