This adds a script to generate
bower.json,package.jsonandREADME.mdfiles.The generator fetches a list of repositories from the github.org, and every repository with the
web-componentsandcustom-elementstopic gets added to the bower.json/package.json/README - with the exception of ourcustom-elements-boilerplate.This script should simplify the maintenance of the bower.json, and also gives us a nice README which can serve as a central index for our elements. We could consider running this script on a cron with Actions for a truly hands-off approach.
