Adding support for PPC64LE "skip issue"

Apologies, I am writing changing the format because this is an enhancement not a bux fix. Through this PR, I am seeking a code merge to add support for PPC64LE architecture to the main repository. I request to please review it.

Summary of code changes:-

1. Jobs added under #PPC64LE in matrix.
2. Pyenv installation for this port only.
