Facebook Explains Data-Collection Practices to Belgian Regulators

Firm accused of taking personal data of users and nonmembers without asking for their consent

Facebook Inc. executives met on Thursday with Belgian privacy regulators to offer a more detailed defense of its practice of collecting data on nonusers in the country, in the wake of a court ruling there that it must halt the practice.
