Are you seeing this server's address in the address list?
Are you sure that the requests are coming in the only active interface
(vnet0), and not in one of the others (vnet1-3)?

I believe that even when a secondary DHCP server comes up without it's
primary peer, it should work immediatelly, as long as the working
prerequisites are met (configure interfaces, configured subnets, configured
pools).

Experimentation Saturday, and I?ll see.  This is what I thought too.

And what about the address of the relay server (IGWADDR), does it
correspond to one of the configured subnets from this server? Even if it
doesn?t have an active pool?
