Priority Areas

The CTO’s Strategic Plan for 2012/13-2015/16 emphasises that the organisation will concentrate much of its activities on six main themes during the plan period.  These were chosen for one or more of the following reasons:

  • They reflect priority areas for the Commonwealth in general and CTO members in particular;
  • They are areas where the CTO already has a track record of delivery and success; and
  • They are important areas that require significant additional attention by the international community.

Each priority area is led by a member of the CTO’s Management Team, and the six priority areas are:

  • Broadband, especially mobile broadband for rural development (including food security) (led by Martin Koyabe, supported by Lasantha De Alwis)
  • Cybersecurity and cybercrime (led by Lasantha De Alwis, supported by Martin Koyabe)
  • ICTs for people with disabilities (led by Tim Unwin)
  • Regulatory environments (including convergence and digital broadcasting switchover) (led by Marcel Belingue)
  • The use of ICTs in education, with particular reference to skills development and entrepreneurship (led by Tim Unwin, supported by Rakesh Luchmun)
  • Youth and ICTs (led Mel Violeta)

Advisory Groups are being established for each of these themes to guide and direct the ways through which we develop our initiatives in these areas.  Participation in these Groups is drawn from our Members, cognate organisations and international experts.

The CTO is committed to sharing information on ICT for development as widely as possible, so as to reduce duplication of effort and ‘reinvention of the wheel’.  For each theme area we are therefore providing a series of recommended links to the most important relevant ongoing activities, links to mobile apps, as well as key references that we recommend that those interested in the field should read.

Supporting the global development agenda

In preparation for the post – 2015 global development goals, and following consultation with members, the CTO has issued a Statement on the Role of ICTs in the Post-2015 Development Goals that calls for explicit development goal and specific targets for ICTs.
