The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking a provider to conduct an independent review of the At-Large Community ("At-Large"), as mandated by ICANN's Bylaws.
The objective of this RFP is to identify an independent reviewer to assess effectiveness of: (1) improvements resulting from recommendations from the previous Review, (2) components of the At-Large Community – ALAC, Regional At-Large Organizations (RALOs) and At-Large Structures (ALSes) in accordance with the ICANN-provided objective and quantifiable criteria. The Review is scheduled to take place from April 2016 through March 2017.

Request for Proposal for Latin America and Caribbean DNS Marketplace Study (25 September 15)

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking a provider to conduct a study on the domain name industry in the Latin America and the Caribbean region. The goal of this study is to identify and define the strengths and weaknesses in the industry ecosystem within the region, and develop recommendations on how to advance the industry and bring it closer to the opportunities available.
The ICANN's Latin America and the Caribbean Strategic Plan defined four key areas of interest as strategic focus for the region. Two of those, namely Capacity Building and Outreach; and Economic Issues contemplate aspects to further develop the domain name industry.
The study at a minimum will investigate the current state of the Internet and the domain name industry in the region, define best practices that have made an impact in domain name market growth, look at the broader ecosystem of the Internet infrastructure and online services and describe the impact of such elements on the overall evolution of the domain name industry, describe the business potential in the domain name industry in this region, and provide suggestions on how to develop the industry and what business models can be adopted in the entire industry chain. The study will include data, analysis, and recommendations.
The final report of the study is to be delivered no later than 23rd May 2016.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking one or more provider(s) to conduct an independent review of the Trademark Clearinghouse to assess the effectiveness of three key areas related to the Clearinghouse in meeting its intended objectives and to identify considerations for future application rounds of the New gTLD Program. The three key areas for examination in this review include: (a) Trademark Clearinghouse Guidelines and Verification Process; (b) Sunrise Period; and (c) Trademark Claims Service. The selected provider(s) will design and execute a study to create a meaningful report of quantitative and qualitative data on the specified areas for examination. The draft Report will be posted for comment and updated based on the feedback received. The final report will be published and provided to the Governmental Advisory Committee (GAC) for review and consideration. ICANN is seeking one or more qualified providers to manage this complex exercise in a timely and efficient manner.

Request for Proposal for Reference LGRs for the Second Level (5 June 15)

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking provider(s) to develop Label Generation Rules (LGRs) for multiple languages (and scripts) for use at the second level, based on a new machine readable formal representation available at https://tools.ietf.org/html/draft-davies-idntables.
In the new gTLD program, during Pre-Delegation Testing (PDT) ICANN has noted a large number of IDN table submissions. The IDN tables submitted by the new gTLD registries varied in the repertoire of characters included and the contextual rules. In order to improve consistency of testing and stability of registry operations of new gTLDs, ICANN has approved the development of reference LGRs for the second level for use in Pre-Delegation Testing (PDT) and the Registry Service Evaluation Process (RSEP).These tables will be developed based on authoritative sources, validated by experts and then finalized based on community feedback. Once finalized, these will be published openly by ICANN.
ICANN intends to use these reference LGRs for the second level for internal operations and will make them available for the community.
