openssl: Vendor import of OpenSSL 3.0.11vendor/openssl/3.0.11
Major changes between OpenSSL 3.0.10 and OpenSSL 3.0.11:
* Fix POLY1305 MAC implementation corrupting XMM registers on Windows
([CVE-2023-4807])
