seamark: add Seamark's own privacy policy, terms of service and security.txt

The generic legal pages predate the scanner, billing, webhooks, the labeler and the image advisor, and several of their statements never matched the code (log retention, export contents, hold-side deletion). Seamark's pages now live as theme overrides that describe this deployment: Seamark Registry LLC, its domains and hold, providers, retention, the honest deletion story (backfill re-indexing, hold history), paid plans, the scan and AI disclaimers, the registered DMCA agent, and Texas arbitration with an opt-out. "Last updated" is set by hand in the page. /.well-known/security.txt is served from the theme's public tree (embedded with all:public so the dot-directory ships). A test renders both pages, pins the DMCA agent block, rejects em dashes, and fails once security.txt's Expires date lapses. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
