You first need to connect your printer to your network, then point cups 
to that printer.

This is where an O'Reilly book on CUPS would be helpful.  I'm trying to setup a 
spare machine to give to a friend as I shrink my network of test machines in 
favor of VMs.
How is your network topology related to your question.

I have a python script on the system I upgraded from 10 to 12 for configuring the printer 
under "Administration"  but can find no similar tool on 13.  How do I install 
it?
Add the printer using Cups's web interface, see above.

Where is this Python SCR coming from?

Just configure Cups using the GUI at https://localhost:631.
