Split out bin/ into its own repository

The scripts had less and less to do with scijava-common, so they now live
in https://github.com/scijava/scijava-scripts.

The history was rewritten so that this commit's parent commit corresponds
to scijava-scripts' 285ad6b7(Update ImgLib2 URLs).
